Mandatory Requirements for Public Toilets - Use of Sensor Operated Flush Valves and Provision of a Manual By-pass/ Override Feature

MANDATORY REQUIREMENTS FOR PUBLIC TOILETS - USE OF SENSOR OPERATED FLUSH VALVES AND PROVISION OF A MANUAL BY-PASS / OVERRIDE FEATURE

  1. From 1 Jul 2003,

    1. all building plan submissions for new premises/developments with public toilets; and

    2. existing public toilets or premises with public toilets which undergo renovations, repairs or other works which involve the replacement of urinal/water closet flush valves or flushing cisterns

    must incorporate the use of sensor-operated flush valves for the water closets/urinals which comply with the requirements in (b) and (c) below.

    From 1 Jul 2004 , only sensor-operated water closets and urinal flush valves which comply with the requirements in (b) and (c) below can be installed in public toilets for new and on-going projects which have not obtained TOP on 1 Jul 2004.

  2. Urinal sensor-operated flush valves in public toilets shall be equipped with a manual override feature. When the manual button is used, the manual override feature shall override the sensor operation and no second flush shall be activated when the user leaves the sensing area. The amount of water discharged per flush when the sensor or manual override is used, must be not exceed 2.5 litres (notwithstanding that the operating member continues to be held actuated). We have taken note that in the event of a power supply failure, the sensor and the manual override will not function.

  3. Water closet sensor-operated flush valves in public toilets shall be equipped with a manual override cum by-pass feature. When the manual button is used, the manual override and by-pass features shall override the sensor operation and no second flush shall be activated when the user leaves the sensing area. The amount of water discharged per flush when the sensor, manual override or by-pass feature is used, must not exceed 4.5 litres (notwithstanding that the operating member continues to be held actuated). In the event of a power supply failure, the sensor and the manual override will not function; however, the manual by-pass shall continue to be functional.

  4. For the replacement of existing water closet flush valves or flushing cisterns, it must be ensured that the existing water closet pans used are compatible with the reduced flush volume from the newly installed flush valves so as not to affect the flushing efficiency. If not compatible, the existing water closet pans shall be replaced with compatible ones.
