Amusement Ride Fee Revision Circular

Attention: All Existing Amusement Ride Operators

FEE REVISION:

  • AMUSEMENT RIDES SAFETY REGULATIONS

  • AMUSEMENT RIDES SAFETY (FIRE AND RESCUE MANAGEMENT SYSTEM) REGULATIONS

With effect from 01 February 2018, the fees imposed under the (1) Amusement Rides Safety Regulations (the “ARSR Regulations”) and (2) Amusement Rides Safety (Fire and Rescue Management System) Regulations (the “FRMS Regulations”) will be revised.

  1. The respective fees for application for an installation permit, an operating permit, an operating permit renewal or a modification permit for an amusement ride will be revised taking into consideration the complexity of different types of amusement rides. Similarly, the fee for application for approval and certification of fire and rescue management system will be revised for the same purpose.

  2. This circular has two parts, namely Part A which lists the changes under ARSR Regulations, and Part B which lists the changes under FRMS Regulations.

    Part A – Revised fees under ARSR Regulations

  3. The Sixth Schedule of the Amusement Rides Safety Regulations has been amended to reflect the new fees for application for an installation permit, an operating permit, an operating permit renewal or a modification permit. The details are appended in Table 1 below.

    *The existing fee chargeable for operating permit application for a major amusement ride is $500 regardless of the carrying capacity. Please take note that the new fee structure (with effect from 1 February 2018) charges $1500 for a major amusement ride that is permitted to carry 12 or more patrons and $750 for a major amusement ride that is permitted to carry less than 12 patrons respectively, during each ride.

  4. All operators are reminded that it is a requirement under the Amusement Rides Safety Regulations for the operator of an amusement ride to cause to be displayed prominently at all times at the entrance to the amusement ride a notice stating the maximum number of patrons that the ride is permitted to carry during each ride. This number shall be no more than the maximum number recommended or specified by the designer or manufacturer of the amusement ride.

    Part B – Revised fees under FRMS Regulations

  5. The Schedule of the Amusement Rides Safety (Fire and Rescue Management System) Regulations has been amended to reflect the new fees for application for approval and certificate of compliance of fire and rescue management system of an amusement ride, as well as the fee chargeable for application seeking waiver by the Commissioner of the Civil Defence. The details are appended in Table 2 below.
